I hate to say it but I agree with the Warden as I've had a Pinto (NO snickers please) that had the same issues until it became hot and coolant would leak out of a crack in the head. Maybe a retorqe of the heads could help but we need more experienced people here as I'm working off of a gasser...
I agree with Erik. Before you go dropping the cash for IP and injectors test the glow plugs with a test lamp to make sure there working. Hook the lamp to the positive side of your battery and touch it to the post of the glow plaug if it lights your good. Or if you have a block heater set it up...

What type of pickup tube is on his year of truck? You say that you can see air in your system through your filter, if possable try filling one tank and run your truck. If you dont see any air in the system then I'm thinking a cracked pickup tube (sender). But as Optik stated look at the O-rings...
