What's this? Little hole in valley pan?

Hi Gang! More help needed. But, hey someone has to be the new guy...
I pulled the CDR and the grommet, gonna poke the oil drain hole for the turbo oil drain. I vacuumed it out and pulled the old grommet. So I'm looking around and I see this little hole about an inch behind the CDR hole, almost under the gp relay. What is it and should it be open like it seems to be?

thats a square drive 3/8 it holds the valley pan to the block. also the bolt is hollow and drains to the back top of engine

Drains right back where that 1/4" port comes up
