Whats that stuff between the fuel tank and frame

Whats that stuff between the fuel tank and frame? I am replacing the cab mounts and there was a sticky membrane stuff there, I messed it up moving the fuel tank. What can I replace it with.

It's to keep the tank straps from rubbing holes into the tanks. Some of that rolled roofing polymer would probably work real well for a replacement.

I chopped up an old inner tube to replace that goop when I repaired/painted the tanks on my truck. If that don't work out I'll try some dynomat like stuff I have lying around...

My neighbor had some sticky insulation he gave me. He uses it for his off road jeep for that same reason.
