I have been working on a 97 7.3 that you have to crank for 45-60 secs. before it will start. I have been watching the data stream while cranking and the HOP pressure only starts to come up right when it fires. I am sure something is up with the high pressure system. Question is could it be that the IPR is sticking or that the HOP is failing? Also is there anyway to test either of these?

Is this constant or a hot/cold issue? If it is constant (no change hot or cold) then its likely the ipr sticking. If it is more apparent hot then it is more likely the hpop, or air in the high pressure system (injector or rail plug bleeding down). I have a spare Ipr valve that I plug in if its a questionable scenerio. If you can afford one, get one. It will either fix it, or point to the pump (in which case you should do the ipr with the pump) or be a known good part for further diag.

It is a constant problem. Where is the best place to get an IPR valve, dealer or are the aftermarket ones ok?
