How is the air not compressible? Wouldn't the fuel be what isn't compressible since it is a liquid?

This is very interesting. I'm thinking air may be getting in from the fuel filter it looks a bit wet. Maybe just needs tightening. It's new.

IF I had air in the lines though wouldn't I have starting issues?

Truck fires right up every time.

Or is it possible air sneaks in under hard load??

Well the faster the engine turns, the more the lift pump is working.
You could just have a restriction somewhere.

The filter just looks a bit damp on the sides but it's not dripping. I'm using an electric fuel pump. I guess I'll have to snap some pics

Definitely leaking from bottom of the filter... it seems tight though... is there a better option or should I lubev he seals and tighten it back on?

Also pics of my fuel pump.

Seals should be lubed for it to not leak, you could also be running out of fuel pressure at high load with high rpm

When my cold advance is on it will cause the same surging issue. Mines on a switch. Possibly the cold advance stuck on or something telling it to be on

Yup. That's why I said it could be a restriction somewhere.
Even if it's cheap and temporary, get a fuel pressure gauge.
