Even though you have a bunch of batteries , have you load tested each one individually?
If you have one battery with one bad cell [or more] it may read as having 12.5 volts, until you load test it..
Step by step:
1. Load test each battery in the battery bank. If you have one battery that is not passing load test, it will draw down all the other ones.. A battery bank is only as strong as the weakest battery in the bank.
2. Inspect each connection and cable. All connections must be "Clean, Bright, and Tight"..
3. Check resistance in each cable, individually, before re-installing it.
If all the above check "good" , then look at the starter for defect.
