I would say that it depends. Is there tension on the rocker arm? Is the valve being pushed open even a little bit? If the answer is yes, then it's too much play.

Turn the crank & it should tighten the gap. 20# torque is essential. The lifters are hydraulic. If the rockers are not torqued, they will come loose during engine operation.
