Rear U Bolt's

Doing '04 SD axle upgrades.
I got the axles from a salvage yard in OR., and I got the springs from one in Shelton, WA.
The rear spring is a '04, and the front is a '08.
Both were supposed to come with all the hardware.
Tried to bolt the axle down and got this;

You can see the U bolts barely make it half way through the nut.
I was using an air impact with deep socket, but stopped short of full throttle, these are around 130ft.lb. torque.

You can see everything stacked tight, the U bolts are vertical, and everything is level.
The U bolts they sent are 13.5", which are the shortest length made.
These springs have the auxiliary spring.
Due to the fact these guys messed up everything from ready date to included hardware, I'm inclined to believe this is just another screw up, and they didn't include the once that actually came off the truck.
Trying internet searches shows increment sizes, the closest one would be a 15" bolt.
I haven't figured out how to sort through the bs advertising to get the information I'm looking for.
I'm sure there's folks here that have done these swaps before.
I'm wondering if you ran into this same issue, or of you might happen to know what size u bolt is necessary for a 5 leaf plus auxiliary spring w/spacer is required?
I'm okay with getting new bolts, just want to be sure I haven't missed something stupid.

Looks like too short of bolts are used.

Stack looks correct, 4x4 block lift, springs, overload spacer, then overload spring.

It has been suggested to me to always use new U bolts. I have reused them before with good success, but new bolts aren't that expensive. There are places in Portland who can make new U bolts, or try to find the correct size via local parts store.

I was pretty sure it was a simple issue, and agree with replacing the bolts.
They're 20 years old anyway.

I reused mine when I did my dually swap. But I'm also cheap and impatient. So far they are doing just fine.
