Fuel gauge is working fine.
It's the shower head aka tank pickup screen that's broken off, allowing it to suck in air, instead of fuel.
Easy fix. Just pull the sending unit, add some hose with a brass t at the bottom.

Feel the engine to see if he already warmed it up.
Could be a sign of starting problems.
Which leaky return lines will cause that.
Check the oil for coolant and the coolant for oil.

Hard starting from leaky return lines is a easy fix.
Coolant in oil and vise versa is a bigger problem. Unless you can get it cheap enough, I would pass.
Also get it plenty warmed up and let it sit for 20 minutes or so and see how it restarts.
If it's hard restarting, it could be signs of needing a new IP.
Which again, isn't too big a deal, but costly.
