The lower one. You can see the "key" that will come out with it. It has teeth on it and prevents the cone from moving.

Well, there you go. I can't tell from the picture - can fluid get through it?

You'll want to clean it as best you can, make sure the cone piece is clear(before the filter), and I'd also blow out that fuel line to the IP just to be sure.

Screen cleaned, everything reassembled, and still the same result:

Starts, runs one to four seconds, then shuts down.

Try and start it with the top cover off the ip, it may be running out of fuel and if so youll see it

Verifying more info will help you pin point the cause, you’ve already ruled out the typical causes so you have to use non-typical detective work

The scenario is that the governor asks for full fuel. As soon as it fires and sees a few rpm it tries to cut back rpm thus closing the fuel delivery valve, which then sticks shut. As soon as it sits a minute it unstick and the cycle starts over

I would fill the fuel filter with straight diesel Kleen or ATF. Do the start die cycle a few times. Then let it sit as long as you can. A very long shot at best. If fuel and electrical are constant and this doesn't work then a pump rebuild will be it.

Negative on the clogged exhaust.

If I try to start it immediately, it will have the crank a bit.
If I wait a few seconds, it will generally start immediately and run one to two seconds.
If I let it sit for, say a minute, it might run for up to four or five seconds before dying, but that’s the longest it’s run.
