You'll want to clean it as best you can, make sure the cone piece is clear(before the filter), and I'd also blow out that fuel line to the IP just to be sure.
The scenario is that the governor asks for full fuel. As soon as it fires and sees a few rpm it tries to cut back rpm thus closing the fuel delivery valve, which then sticks shut. As soon as it sits a minute it unstick and the cycle starts over
I would fill the fuel filter with straight diesel Kleen or ATF. Do the start die cycle a few times. Then let it sit as long as you can. A very long shot at best. If fuel and electrical are constant and this doesn't work then a pump rebuild will be it.
If I try to start it immediately, it will have the crank a bit.
If I wait a few seconds, it will generally start immediately and run one to two seconds.
If I let it sit for, say a minute, it might run for up to four or five seconds before dying, but that’s the longest it’s run.
