So the other day I drive my truck about 40 miles and as usual it goes perfectly. it sits for about half an hour, and I jump back in to go home. but i step on the peddle and no power. runs good just no power. so I'm going down the road and slowly seems to come back and runs OK all the way home. So I decide to change the fuel filter which i did. filled the filter with fuel. takes forever to start, but eventually does. Next day i head to my camp (90 miles) and runs good but power comes and goes. it doesn't surge, but power comes and goes. Same thing coming home. feels like a plugged fuel filter, but the one i took off looked clean and i put a new one on it. any way to tell if its the ip? or the lift pump?

Check the lift pump pressure at the schrader valve on the filter head. Any cheap *** pressure gauge that reads up to 15 lbs will tell all. your wasteing your money and time using a gauge that reads upwards of 25 lbs and higher. Just not accurate down low and thats where you need to know whats going on. How many miles are on the lift pump now. They are cheap. they have 2 bolts. One gasket and 2 lines. If you replace it please also replace the rubber hose from the frame to the lift pump. That really gets overlooked when we have air leaks. It cracks, then sucks air because its before the pump. The line size is 3/8 and about 12 inches will do the job with 2 clamps.
So how much pressure is enough? Im not sure how many miles are on it, as i got the truck this spring and it is the one that came on it. I have no problem changing it if there is a possibility thats the problem. Napa has them for 28 bucks. I will change the rubber line too. Would the ip cause problems like this? Im obviously hoping for lift pump...
You could always switch to an e-pump. I did it and the van fires great, plus you don't have any added wear on the battery/starter from the cranking to provide fuel.
Many have also had good luck with filling the fuel filter with Diesel Kleen. Then you fire it off for a second to get it in your IP and injectors. Turn the truck off and let it set overnight. Then in the morning go out and drive it hard for a bit. Helps clean things up etc
