Yes you can bench test it. Keep in mind too that the actuator does not have enough oomph to get to high idle by itself, you need to tap the fuel pedal to engage the high idle when cold. You can run a switch to activate it as I believed was already stated. Fused 12 volts + to your switch, back out to the positive side of the solenoid. Many times the actuator isn't out far enough to get the desired increase in rpm's. I guess I am a bit different. I want all of those things to operate as they should. I do like the manual over ride switches though, have one for my reverse lights for hooking trailers up at night. High idle switch would be good for jump starting other trucks....
