try taking out the washers.

There's supposed to be a rubber gasket in there.
you're missing the rubber washer gasket that normally goes from the CDR to the intake manifold. see pic. your pic is the same standard turbo Banks puts in their wastegated turbo hit. here's another pic of the same turbo only difference I mounted on a factory GM6.5 turbo motor. It takes a fairly quick truck and turns it into a banshee. I can nail 10psi at 1500rpm
i robbed a Banks WG turbo designed for a 7.3 idi and bolted it onto where the GM factory turbo used to go.you put a 7.3 turbo on a 6.5 motor or a 6.5 turbo on a 7.3 motor? sorry i is confused.
