Fuel Guage not working, guage or sender?

Cleaned all the dust out of the cluster I noticed the fuel guage needle is the only one that wont return to "zero" which leads me to believe the problem lies within the cluster. Anyone know if that is correct? I'd rather not replace the sending unit if the problem lies within the cluster. Thx in advance!
