You have a tough ask to put a front hitch on and keep an intercooler as everything will be completing for space. I built a front hitch on my old IDI with a flip up license plate bracket (remember filling up the old GM cars with the gas cap wedged in to keep the license plate out of the way?). If I had it to do all over again, and I was only going to use it for bikes and other lightweight stuff, I think I'd just pull the bumper off, flip it over and build a bracket that fit inside of the bumper with a receiver tube that goes where the license plate is. If you don't like a flip up bracket, mount your front license plate on a hitch plug and just take it off when you need your bikes. You could also consider putting more than one receiver in front as sometimes it's handy to have a second mount, say for your license plate when you have your bikes on board and you need to comply with the Oregon front plate policy.
If you choose to overdesign the front hitch mount for the one time you might need a winch pull, good luck to you as it's a rabbit hole that can consume all of your life if you let it. I love a front hitch for bicycles, I think it's a great idea and you should follow up with your results when compleete.
