Unless/until you get the proper tool, adjust it until it has the best power at the higher end. That'll usually be pretty optimal.

If this makes it really clattery down low(or retarded/smokes on cold startup), you may need to adjust your light-load advance cam a bit.

It's really clattery down low if you press the lever on the side of the pump in it goes away. And light load cam?

The light load cam is the round piece which pushes that lever in.
There's one screw(hex or torx) that holds it in place; loosen that and you can rotate it.

What it effectively does is, the more throttle you give it, the more it pushes the lever in, and the more it retards the engine. At idle, it's in the fully advanced(not pushed in) state.

Typically, it should be adjusted such that as soon as you take the throttle off idle, it's moving up the 'ramp' on that cam, and pushing in the lever.

So if I move it in it should take it should get rid of clattery sound correct?

Adjust it until it feels better. At cold idle, it should clatter a bit; when it warms up, it should mostly go away.

If it's smoking gray/white upon cold startup(after the first 5 seconds), that means you need more advance at idle.

Try a few positions and see what she does. Mark where you have it now so you can go back.
