94 idi not starting.....wait to start light not coming on

I have searched extensively. I have been working on a customers 94 idi turbo.

I did replace the shift tube on the top of the column(auto)
Replaced the steering box.
replaced rear axle seals, new brakes, gear oil etc.

I went to start it last night to get it out of the shop and the previously working "wait to start" light did not come on. Of course it would not start. I understand that the fusible links to the glow plug controller could be the culprit. Or the relay for the glow plug controller could be bad. Or the controller could be bad. Where would you start? And what did I do to cause this? I wonder if I shorted something out in the column. Although it did start after I had put the column back in.

You should have a voltmeter in your arsenal of tools. Get it out and see if you have voltage on the large terminal in the picture below.
