If you have it routed properly it is probably the tensioner. When the belt is off is there play in the tensioner, if so replace it. Do all of the pulleys look to be aligned properly?
Without seeing it I would say helll yeah its the tensioner, but its possibly the wrong belt. I was told to keep a spare tensioner behind my seat on my 93 , because they are a weak point for sure.

yea it was the tensioner and the belt and a 6 rib pulley so a 6 rib belt and a new tensioner later it runs well but everytime i replace a belt a tensioner is going too its worth its weight in gold if u ask me just cheap insurance lol
