Your WTS (Wait To Start) light, depending on the ambient temperature, will stay on up to 15-20 seconds. The WTS indicates that the Glow Plug Controller is energized and feeding power to the Glow Plugs. If you have bad GP's, the GPC will short cycle, only a couple of seconds. In cold weather, the GPC can continue to click on/off for up to 2 minutes. From what your saying, it appears you have some bad GP's. When replacing, it's recommended to use only Motorcraft/Beru GP's, others have used other Brands, but stay away from Autolite or Champions. Do a search on Glow Plugs, lot's of info there.

If you have a 12 volt test light, connect the clip end to the battery positive, then probe each GP, if you get a light then that GP is good, no light is a bad GP. You have to disconnect each wire to each GP to do this.
