I've found a lot of threads on vacuum pump removal and replacement, including the requirement to use a power steering pulley puller & installer. Autozone has a loaner that should work. I ordered a rebuilt from Rock Auto (half the price for the identical make/model at O'Reilly).
I have read that the bolts are to be put in their holes before pressing the pulley on the new pump, so they must be captured by the pulley. But I am not clear if the puller must be used with the vacuum pump in the truck, or are the bolt heads sufficiently accessible that the pulley/pump/bolts can all come out together?
(I'm 400 miles away from my truck for the next week so I can't just run out and look)
Edit to add: truck is a '93 with serpentine belt.
