Oh, I had one of those on my 1989 F250. If I remember correctly, it was a small steel box (kind of a "clam shell" type of deal) that clamped over and around the "loop" on the lowering bolt on the tire carrier. I also seem to recall it used the glove box key to open it. I would shoot that thing full of some penetrating oil and then keep soaking it up. I would recommend "Kroil". Maybe over time the oil will free up the mechanism. You could try a little careful heat from a propane torch on the lock itself too. If none of that works, maybe you will have to drill out the lock or cut the box off with a cut off wheel - definately not an easy way! I don't know if a slide hammer with a hook would yank the lock cylinder out of the box?

That's exactly it, clam shell deal... I've been spraying some PB in there, hoping that is it, starting to think the key sets been changed, not looking forward to cutting this off, will definately try the slide hammer, didn't think about that, thanks!

Shoot lube in there and use your old lady's vibrator to get the tumblers free :)

Well I would try tapping it with a hammer to free it up. Ot just use the plasma cutter. They cut so clean you probably could weld it back together after its off and freed up or tumbler changed out.
