I'm in southern Illinois....does anyone know of a experienced mechanic who can install a new IP on my 1990 E350?

Any mechanic should be able to install one, its just whether or not they have the equipment to time it. That is what you need to ask.

Guess I waited to long to get a new pump....it was doing the hard starting when hot...starting fine when the pump was cooled with water or if it sat long enough...today I was running around doing some errands and just letting it run....then it just dies idling through a parking lot....let it cool and it fired right up...headed to the house and it dies while going about 55 mph.....pull over to the side of the road....now the engine won't turn over....assuming the IP is locked up......

Sorry but an injection pump can't lock up and stop the engine from cranking. There is something else really wrong . Being this is a van you are looking a a costly repair but I hope the member here that posted he will help you may have the knowledge to fit or tell you whats going on. Sorry for the bad news too..

First Welcome to OB, if we can't get ya going no $$$ mechanic can! Take a look at the various sections FAQ, Tech Articles and HALL of SHAME, so you don't spend money on bad vendors. There is an IP article too so that would be of great help for you. Don't be overwhelmed!
So long as you have some basic hand tools, and you can use them we can help you and guide you.
We can certainly assist you via thorough instructions and guidance, there is a member who's offered you his # and help and I'd suggest you begin with talking with him. The overall procedure is not that complicated, however it's more difficult due to nature of the van and limited access.
If you can swap spark plugs, or change oil, or tyres, or as I say, toilet paper rolls, then you can swap an IP! It is not doing anything more difficult than swapping parts. You are not doing anything special just parts swapping plain and simple; no critical machining, no critical measurements just undo bolts and remove one part and then install the replacement!
However if your engine is locked up that is NOT the IP but something much more involved and would require some diagnosis again something we can help with.
Do not be intimidated by something as simple as a toilet paper roll change with many steps
because that's all it is.Again Welcome
