When you push the throttle down hard enough, it will make your transmission downshift. Hence, kickdown lever. You will have to be at a low enough RPM for it to work.

It downshifts the transmission if you floor the throttle. Or it's supposed to anything.
Not sure why it doesn't on my RV. Bad adjustment maybe. The screw lets you adjust it. The pic above is the one on my truck and it downshifts like it should.
Update. New switch fixed the problem. Looked pretty new too must have been a dud part. Also reverse light problem was a small exposed wire on the truck side of that same harness.
