The flasher should be a round plastic piece. If you wanted to, you could swap the hazard flasher with the turnsignal flasher and see if the problem moves.
The factory flasher works on heat, and the heat is generated by the bulb load. This is good because if it quits flashing like yours is doing(usually only on one side) that is a indicator to you that you have a bulb blown out. But this is bad if you want to add trailer lights to the regular lighting in the rear, the increased bulb load will cause the flasher to flash rapidly. If you want to use LED's, they do not have enough load so the flasher will not flash at all.
So you can go buy a heavy duty flasher which does not use bulb load to flash, or a electronic flasher which also does not use bulb load to flash. Be warned if you go to LED's they can cause strange problems. Stray voltages from the RABS and the cruise which are tied onto the brake circuit can cause the taillights to have a faint glow all the time. Load resistors can be added to get rid of any problems you might have with LED bulbs.
