6.9 low power/no power.... need help

History on this truck, 1986 f350, (f250) badges. bought for a D.D. as my 93 350 7.3 has been retired.. so, the new truck , i have some paperwork with it, bought new by the ING corp, in Colardo, then in 2021 was in maine and registered with 245k on it..
i have done,,, used c6 trans (works good) new rear tank with 2 new sending units, new fuel selector valve , cleaned all fuel lines, fuel water separator was bypassed, so its removed, 7.3 filter head, bracket and filter,new lift pump, no kinks in any lines, set timing ,( have gunson and advanceable timing light), checked all return lines,caps and junctions for issues, tried turning up the ip pump , but its either bottomed out or stripped, true dual pipes, soup bowl; delete, fresh air filter
fresh fuel , and filtered waste transmission oil. ( both in different tanks )... I did do a compression test,, all were 325 to 380 to 400 to 425,, I have a digital fuel pressure running off the filter head and a egt gauge,, fuel pressure is 5.5ish at idle and will go down to 0.0 if at wot long enough, but stays running I have run 100 or so gallons throught the truck by now.. that should have freed any sticking things in the ip,,,and this thing is a dog ,,
At idle, its nice and smooth, runs great but, getting from 0-45-50,,, it is slow,,,and going up hills on the way home,,, i have it at 2200 rpms , 2nd gear , dark gray smoke for the exhaust and im doing 25 mph,,, from a 35-40 run at the hill,,
Ive towed a small trailer with my stock honda foreman on it, and the hills will put me at 20 mph with lots of smoke,,.
thinking i need a ip and injectors, but want to ask you people first..i have no other history of any work being done on the truck so they might be original? drought it ,,

If you made it this far .. thank you, hope i got everything out clear enough, ( i do bounce around some).. but i need thoughts on whats next,,
p.s. the old 93 7.3 before the turbo had tons more power , both have 410 gears,

A C6 will feel sluggish compared to a E4OD or any standard transmission. However it should not act like you're describing. You may be onto something with the new IP and injectors. While they're probably not the originals, they could be well past their service life. I hate telling people to spend that much money, but the fuel adjustment screw not turning sounds like a problem to me. How far off was the timing? Is the pump toward or at the end of it's adjustment?

The timing was off 7* retarted.. it did get very hot ( coolant) going up hills . And is now better. But very low power.

I recall reading that a very worn IP might need to be advanced a bit extra to compensate for wear. But yeah it does sound like a new IP and injectors should be on the short list of what comes next.

Kdo58… the lift pump is new. I know that doesn’t mean good, but with the old pump I had 2.2- 3.6 psi at idle. Now I have 4.5–5.5 psi… and it doesn’t die when the psi goes to 0, but this is at 2200-2300 rpm. 3/4 throttle and up hill… psi returns fast when I let off

Someone else had the same problem he had left a rag in the intake.
Not quite. It was a turbo engine and the smoke was black. The rag was keeping the turbo from spooling. I saw no mention of a turbo.

Another possibility
i will recheck timing this weekend,,, ... what is the HPCA switch,, thinking the timing advance in the ip?.. ... i will report back after things are checked, working a 1/2 weekend .... But thank you for the help.. .

well i rechecked timing, was right on at 8*... i did back it off to 7* and went for a test drive to warm it up and see, if the grayish smoke and power was any different...,, about the same..
on the way back ( on a class 6 dirt road, hard packed dirt) i came to a dead stop, on a very slight incline, and mashed the throttle.,,,, less than impressive, the rear tires ( 285/75/16) did not spin , just turned up the dirt alittle ,,, think its time to dump more $$$ in to this,,
looking at CDD,, as i have delt with wess before,, and im not doing the Fleebay thing .
i want to do this 1 time and have it right,,
thoughts?? and thank everyone for help..
