RPM Surge with light brake pressure

when I am running at a steady speed with constant pressure on the go pedal if I lightly press on the brake and hold it, my RPMs jump about 300 rpms and then surge.
What could this possibly be??? the BOO switch??

I am also trying to figure out why my cruise isn't working could the 2 be related?

sw mt
pushing on the brake like that will momentarily unlock the torque converter, giving the extra rpm.
