recall question

I looked at some on-line recall databases for my 89 F350, as I'm the first private owner- got it in Nov. '09- it was a USAF fire truck and then a volunteer fire truck, and I'm not sure what year it made the transition from Uncle Sam to the local FD, or whether the volunteer FD would have received any recall notices from FoMoCo.

I stopped in my local Ford dealer with the VIN, and the guy on duty at the service was new and didn't seem too confidence-inspiring when I asked him to check about possible recalls- he went in another room and asked someone what to do, then came out and looked at an OASIS database and then told me that there were no issues at all for my truck.

What I can't tell from this is :

(a) did he know what he was doing at all, because there were clearly _some_ issues that had arisen for my year/ model

(b) if a recall applies, is there any way- either from indications on the vehicle, or info from Ford to tell if the work has been done on _this_ vehicle

(c) are Ford and its dealers still clearly on the hook to check to see that _my_ vehicle has had all recalls done?
