I wouldn't get to thinking that he was being too charitable... sounds like they're doing the pep boys trick... give you a *free* safety inspection, then if they find anything wrong, tell you that they can't let you drive the vehicle out of the place with a known safety issue because that makes them liable for whatever accidents might come about after you leave. Only way the thing can be removed is to be towed out, or repaired first before you can drive it out. A growing number of big places are pulling that stunt and it's perfectly legal. Be thankful your truck passed.
Just another reason to do the work yourself or use an independent garage. Yes, I know that for a factory recall you have to go to a dealer, but limit you visits. I suspect a bad situation would develop very quickly should they try to pull a stunt like that on me. FWIW I was very paranoid when I lived in Kalafornia [driving an older van] for that very reason. By the same reasoning though I seen a few vehicles that made me very uneasy knowing they were being driven on the streets the same time I was on them. They were not about to see a dealer though.
