I am not so sure you should have removed that pile of stuff pictured by the wrench; I think it is a rust-proofing agent put there by the factory.
From looking into the internals of various truck's sheet-metal cavities, I am led to believe that they are purpose-built to catch and trap moisture-holding debris to speed the oxidation process.
