I don't have a schematic on hand, but I'd guess that's not right. I would think the column side would not have power but without a diagram, I'm guessing.

The brake pedal switch is "upstream" of the turn signal / hazard switch. The circuit gets split up in the turn/hazard switch. The contacts and circuits in the switch are downright byzantine in complexity; it has contacts that are closed when the switch is in the off position, to pass the brake light circuit to the rear lights. Suffice it to say, if the brake pedal switch is good, and you have power in and out of it, and the turn and hazards work, the switch is a prime suspect.
