Know what these GPR voltages mean?

I would swear I had already posted this... but I can't find it now. I 'll try again

The four wires going to the GPR all go into the wiring harness about 4 inches from the GPR. They all look good up to that point.

Whenever I turn the key on, whether engine is hot or cold the WTS light comes on for 1-2 seconds.

Four posts on GPR
sL small left
sR small right
BB Big, connected to Battery
B, the other big post
G battery negative post
G-sR means volt meter test leads on G and sR
CLICK- click heard right around the GPR about 30 seconds after the key is turned on

The 10.8V suggests to me that the glowplugs are on at that point. The high current draw (load of the GPs) causes the voltage to dip below 12v.
