Use an ohm meter and test it on across the black thing and see if is connected. That will tell you if it is bad. Does it have any writing on it like the one in this post?

I have never seen a fuse link with multiple wires on both sides. I have seen ones with 2 wires coming in but the fuse link wire was only one. The black bulge is not the fuse link it only identifies it. The fuse link is in the wire. It is some kind of wire that melts at a predetermined amperage. You can feel them if the are blown , the rubber case will be soft because the wire in it is gone, or it melts apart. If it is blown you can buy them,or get a fuse holder and put the correct amperage fuse in it.
