is a 94 PSD turbo wastegated?

I picked up my 94 PSD F350 today and have a question about the turbo. When there's no load on the motor, like just cruising along, I can hear a hissing under the truck. The tranny shifter boot isn't attached to the floor, so there's a lot of noise coming in.

My question is, what does the wastegate sound like, when it's venting extra boost? Is that what I hear?

no wastegate, but it has a Exhaust back pressure valve that closes to help the engine warm up faster, it only activates in cold weateher

What could the hissing sound be? Once I put the motor/turbo under a load, the hissing stops. It does come back though...
