Hubcap Removal

Probably a silly question. 1983 Ford F-350 Dually. How do you remove the inner hubcap? I know the ring on the outside is held on by the lugnuts. However, on mine, the inner hubcap that covers the lugnuts is stuck on there tight. I dont want to break anything, any little tricks to getting this off safely?

1 tool. Crow Bar. Wrap it in tape if you are worried about your paint.
