Hazard flashers not flashing

[RLDSL]

The hazard flashers on my '92 won't flash, I hit the button and just get the turn signals on solid, but no flash. Turn signals by themselves flash normally.
I removed the flasher in the dash fuse panel and replaced it with one of those heavy duty electronic ones, but same thing.

All the bulbs are functioning.

Any ideas?

When activating the turn signals does the opposite light want to try to blinK?

Possibly a ground issue.

flasher on the back side of the fuse panel is for hazards.

If not on the backside of the fuse pannel, check on the passenger side "A" pillar right above the kick pannel just right under the dash. Why furd thought of that location is completely beyond me

It would be nice if the owners manual made mention of the extra one back there
