Harsh upshifts in a "rebuilt" E4OD. Found only one spring in each accumulator valve.

1994 f350 with factory turbo and E4OD transmission. Previous owner had had it rebuilt. I had seen the receipts(i lost them though) and the transmission was very clean so i know he wasn't lying. I have finally started driving it after addressing other small driveablility issues. It has extremely harsh and late upshifts. 1-2 is shifting around 2700-2800rpm and banging. 2-3 shifts around 3000-3200rpm and is softer than the 1-2 shift. It varies. Sometimes it bangs a little, sometimes not. 3-4 is usually fine, however it wants to hunt for 3-4.
I installed a brand new tps, ntk TH0102. The truck was missing one when I got it. I adjusted it to spec and it didnt seem to help. I also checked the abs speed sensor in the differential, its good. I pulled the pan and accumulator valve body off to find that there was only one spring per accumulator. In the service manual they show at least two springs each and in most of the shift kits I've looked at use 3-4 springs. I read about someone who found that someone had put in the transgo HD tugger shift kit and that the calibration plate holes were drilled too large. So i have ordered the regular transgo shift kit and plan to install that.
What else should I check that could cause harsh upshifts while I wait for parts and have the pan off? I am very leary of the quality of this rebuild job. Among other things I had to add nearly 3 gallons of atf to it when I first got it. Makes me wonder how good of a job they did if they couldn't even be bothered to add fluid.

did the trans work before you added 3 gallons of fluid to it?

What voltage did you adjust the tps to, and does the voltage change with throttle input?

Sort of. I was trying to move it to a closer parking spot by my garage when it stopped moving. About 200ft. That's when I found out it was low on fluid. I had checked before and swear I had seen fluid on the dipstick or else i wouldnt have tried moving it without adding fluid.

1.2v at idle. Voltage does change and there arent any dead spots.
Install the shift kit and go from there. I would go with another Tugger kit. Drill the calibration plate on the small side.
That's probably exactly what I'll be doing.
