Gov Spring and Fuel Pin Install - Won't run right now.

I have a first gen 12V. I installed a 3200 gov spring, Hungry diesel fuel pin. Starts right up, as soon as I push on the gas it feels like an old carburetored gas engine without an accelerator pump. Idles fine, hit gas engine slows down. Question, when I put the top cover of IP back on, does anything need to be aligned to levers, plungers, etc. I pulled out the fuel adjustment screw out before I installed the cover. I just can't think of anything I did wrong.

Ok, I see what happened, somehow after I clocked the throttle lever on the shaft with the marks, it must have moved while installing upper throttle part and tightening the bolt. Not sure how this happened.
