glow plug/controller issue has me stumped

My glow plugs arent working. So i went out and tested the grounds - theyre all good. Then the relay - it was getting 12v from the ignition, but not clicking over. So i figure simple fix,its the relay. Swapped that out and i get the same symptoms.

So i read a bit and find something that says if i ground the small post opposite from the post with the ignition wire, turn the ignition on, and it clicks over then i have a glow plug/harness issue. It clicks over when i do that test so i went through all the plugs (which are brand new motorcraft) and the harness and everything checks out fine.

So thats where im at. Could the controller be shorted out internally? What should i check next?

With everything connected like it should be. What is the voltage drop over the post of the relay with key in the on pos? Should be 10+ volts.
