Downshifting from 3rd to 2nd

So I have a 93' non turbo 7.3 IDI with a 5 speed manual.

Should I be able to drop down into 2nd gear at say 12-15mph with no grind?

Even rev matching I can't seem to get it back in to 2nd gear unless I get below 10mph which means that I have to either lug the hell out of 3rd or come almost to a stop.

The guy I bought it from used 1st as a crawl gear only so maybe that has something to do with it?

2nd gear syncros might be shot. Friend of my family had a ZF5 they would always start in 2nd... eventually they couldn't even get into 2nd gear.

1st gear in the ZF5 is not a 'granny gear' like the old 4 speeds (really 3 speed with a granny). It is intended to be used everytime you start out.

I've never driven a ZF5 like this one before but I've been using 1st every start because it felt way taller than any granny gear I was used to.

How big and expensive of a job is the synchros on this?
