There is no adjustment for the brakelight switch. It uses that hokey setup that Ford came up with years and ago and used on all their vehicles.
The brakeswitch just floats back and forth on the pedal arm. It is mounted by the pin that actuates the brakes. The hole in the booster is way oversize and larger than the pin on the pedal arm. When you first press the pedal, all that slop in the booster rod has to be taken up, and when that happens that is when the brakeswitch is applied.
The one thing that keeps the brakelight switch off unless you are pressing the brake pedal is the very stiff spring made into the brake switch. I think I would look at replacing the switch itself.

They can be seated in their mounting "bracket" wrong and either not have enough pressure to keep the brake lights off, or can go the other way and not activate the brake lights soon enough. The switch can be moved a little in that mounting piece.
