Balance the rotating assembly on a rebuild?

I have assembled and had built a bunch of gas engines. I had them all balanced.

I recently bought a 94 turbo reman. When I couldn't find a turbo flex plate I pulled the rotating assembly and had it balanced to match the non turbo flexplate/flywheel.

My vibration indicator is a Yoda bobble head on the dog house. With the original engine his head would bounce at least 1/8 inch at a stop light. Now it doesn't move.

$400 is the upper end of what I have encountered. I paid $140.
