The volumetric efficiency is generally considered as follows for 4 cycle diesel engines:
Normally Aspirated = .85
Turbocharged = 1.6
Turbocharged and Aftercooled = 1.85

while water to air may achive 100% efficiently ambient air temps are always lower than engine coolent temps.
