there shouldn't be anything bolted to the vacuum pump. I used the pump that's for the early 7.3 PSD, the pulleys are made much better.

Maybe I figured this out, I drove the truck about 40 miles today with no issue.
Here are some pics of the bracket, I will say it was suppose to be a belt guard. This bracket was bolted behind the vacuum pump, between it and the mount, there was also a 1/16" washer between this bracket and pump, on the lower bolt, this raised the pulley of the vacuum pump up on an angle, it looked like it was suppose to be that way. This caused the belt to run on the inner part of the vacuum pump pulley, but now it is running what I think should be the correct position.
Does anyone have this same brac

Thanks, looking at it now, I'm surprised it was set up the way it was, and really surprised I was able to drive the truck home with no problems. Or at all for that matter. I think this may have been a temporary fix for someone, who never fixed it correctly.
So is this the added bracket on the TSB I've read about?
