92 7.3 hard start and no start

batteries are good, last time it ran, ran good and started good after warm. has high torque starter. about 50k mi on current ip. when it does start cold it sounds like its just barely running, and sometimes just dies. is this a fuel pressure issue or ip going out?

How long is your wait to start light glowing?

about 7 secs--- just tested all glow plugs and have continuity but not sure of ohms.
