'88 351 Windsor won't start??

It's in a econoline 350 cube van and it's been VERY cold lately. It's not getting fuel, if I spray ether it fires. So, I took a heater and after a few hours it starts.
I added heet to the fuel and this is the fourth day that it won't start unless I run the heater next to the engine. Any help would be appreciated.

Fuel injected or does it have a carb? I would assume injection, and would give the regulator a good look.

Not enough pressure is like trying to start a carb engine with no choke and no pumping. The fuel pressure regulator(FPR) is controled by vacum. High vacum opens FPR to reduce pressure(high vacum=low fuel demand), the brain's built in programing thinks it has max pressure when cranking because there is no vacum while cranking, it opens injectors accordingly. If the pressure is to low an inadequate amount of fuel is injected to start a cold engine. The FPR is not monitored by the brain.
