1996 7.3 miss and power loss

Ok guys, I'm dumbfounded. I've got a 1996 F350 with a 7.3 powerstroke, the truck has a horrible miss and loss of power. Replaced cps, valve cover harnesses, checked fuel lines for obstructions, bypassed tank switcher, replaces fuel filter, went through fuel bowl, new icp, injectors buzz tested good, 45psi fuel pressure at idle, only code I can get is for bad communication between ecm and idm. Changed idm out with a known good one, still no change. The only thing that will smooth it out is pushing the fuel purge and relieving some fuel pressure. I don't know what else to do.

Just put a new one in it. 45psi at idle. Only way to smooth it out is if I reduce the fuel pressure
