Definitely some type of inverter. Doesn't appear to be 110v though.
Any numbers on it.

Maybe some kind of turbo shutdown timer? They used to be pretty popular to let the engine run for 3-5 min after you turn the key off to let the turbo cool down
Looks like trash to me I hate after market wiring why I’m dealing with what I’m dealing with now
