I went to check my transmission fluid level and I noticed there was a vapor coming out of the engine oil dipstick tube. I do run a road draft tube and the crank case vapors do come out of it, but should it still come out from the dipstick tube? I did recently rebuild the engine but I didn't touch the bottom end due to a shortage of time. I did inspect the lower end while it was apart and it was in worse shape then I though. the motor is not the original one so the miles are unknown.

Please clarify"rebuild" what did you actually do?
with no vaccume on the eng , the blowby has to vent somewhere.
Rdt and any non sealed port will let pressure out and h2o in.

I should have said I resealed the engine. I had antifreeze leaking from the head gasket, so a month before IDI week I pulled the motor to fix it. I swapped the heads from another motor because they were in better shape. the previous owner said the motor only has 70,000 on it, but once I started to dissemble the motor I noticed a lot of wear on the heads, pistons and cylinder walls. it seemed to be a lot of wear for 70,000. I wanted to do a complete rebuild but I didn't have enough time.

Don't really know how to answer this, but I'll give it a shot.

An engine with only 70K miles on it should show a considerable amount of honing marks left on the cylinder walls yet. Taper and out of round can only be measured.

Wear on heads? You saying the valves/valve seats looked bad?

Piston wear? No way to tell if they were not pulled. If the piston heads are all beat up, possibly a GP tip(s) went thru one or more. Piston side scoreing is a lack of oil changes or air filter. Did you actually pull one or more pistons?

Rod, Cam and Main bearings. If a considerable amount of copper is shown, then the bearings need replaced. Did you see that? Is the crank bearings scored?

A RDT won't suck the CC vapors out unless it's directed into the exhaust the right way. A CRD will evacuate the CC vapors because the intake acts as a light vacuum or venture.
Any CC pressure over 2 PSI will cause oil leaks. A CDR will bring the CC pressure down to 11Hg, that's only 1/2 PSI.

the cylinder walls were slightly out of round, there were little cross hatches left, I could see scuff marks on the cylinder walls, there was water stain spots and one piston ate a glow plug.

the pre cups had a lot of cracks that were pretty big. I didn't do much more investigating on them because I had the other heads that looked better.

I did replace the cam with the typ4. I didn't tare any of the bottom end apart to look at the baring's.

So essentially we have no idea on state of engine other tha used with a typ4 cam and new hg and used heads is what yer saying...

Correct me if I am wrong

Saying a little out of round is like saying kinda pregnant.....either you are or are not....either they are or are not...and if they are by how much?

Cylinder wall Out of round by .003 is not much to be concerned about. Service limit is .012 so your well under that. I would be more concerned about bore taper, top to bottom, and scuffed cyl. walls, scuffed walls will not let the rings seal, scuffed/worn piston skirts will attribute to piston slap and ring seal (excessive blow by).
