Voltage to cold advance/idle soleniods

Should I be getting a full 12 volts at the cold advance and idle solenoids? I'm getting about 10.25 volts. Would that be considered a normal drop across the temperature sensor that controls those? They're working, but maybe not to the full extent they're supposed to? I'm getting full voltage at the fuel shutoff solenoid, so I don't think I'm losing it at the ignition switch. Thanks!

I may be wrong here, but I don't think that there's variability to them working. I believe that they are either on or off. They are activated by electric power, but they are mechanical parts. Mechanically, there may be some adjustment, but not electrically.

Its likely your harness connections are corroded and causing a voltage drop.
