I use a 2 inch open end wrench and shove a piece wood almost like a shim between the two pulleys and it comes right off every time for me! The wood binds up the pulley and the fan unscrews.

Use red loc tite when you put it back together and I believe I read the torque spec is something like 165 ft lbs.
If you use red loctite , then you would need to use heat to get the blamed thing off . Blue loctite at the most if you are going to use it. The stuff does have unique dual purpose properties, it helps prevent it from vibrating loose and it also acts as an antisieze

I have very few "special tools" in my tool box in 45 years of wrenching, but I did buy the special Ford Fan blade removal tool. Not too expensive, and cheaper than a new fan blade.
